To follow up further, it turns out I only *thought* I'd applied
use.defaults.from (and source->target.use.defaults.from) - in the end
neither were applied

So it seems that setting config.properties.exclude and
source->target.config.properties.exclude was the key fix on a fresh cluster
replication.
